76 Oil Wells: Restatement of Facts by CR. Govt

The attention of the Cross River State Government (CRSG) has been drawn to a Press Release issued by Uko Udom, SAN, the AttorneyGeneral and Commissioner for Justice of Akwa Ibom State on the 24th July, 2025 wherein several misrepresentations and outright falsehood were made against the Government and the good people of Cross River State. Given the sensitivity of the issue, the Cross River State Government would ordinarily not join in litigating this matter in the Court of Public Opinion, just as our sister State desires in the light of her various publications on the subject matter. Nevertheless, this time, it is important to clarify the misinformation peddled by the Akwa Ibom State Government on this issue.
 
2. It is correct that the Government of Cameroon filed a case at the international Court of Justice (ICJ) against Nigeria in 1994 claiming ownership of the Bakassi Peninsula in Cross River State. The ICJ delivered its Judgment in 2002 ceding the Southern portion of the Bakassi Peninsula to Cameroon leaving out Western Bakassi in Nigeria in the Judgment . The clear implication of that judgment is that Western Bakassi remains in Cross River State and in Nigeria.
 
3. It must be noted that the judgment of the International Court of Justice was implemented by the Signing of the Green Tree Agreement in 2008 where Nigeria and Cameroon ,with the help of the United Nations, set up the structures for the handover of Southern Bakassi Peninsular to Cameroon and initiated the Joint Boundary Demarcation Committee known as the Cameroon-Nigeria Mixed Commission with the mandate of mapping out the land and maritime boundary between Nigeria and Cameroon.
 
 
4. While the Committee was yet to commence its work of mapping out the actual boundary line of the territories belonging to Nigeria and Cameroon over Bakassi and Lake Chad,    the National Boundary Commission and the Revenue Mobilization, Allocation and Fiscal Commission held a retreat in Kano in August 2008 and applied what they called the “Technical Option” as against the “Historic Title Option” earlier used in demarcating the boundary between Cross River and Akwa Ibom States and awarded the 76 oil wells located in western Bakassi to Akwa Ibom State. Let it also be noted that Akwa Ibom State in their petition to the National Boundary Commission had prayed for the application of the Historic Title Option in the resolution of her boundary dispute with Rivers State as was the case with her boundary with Cross River State.
 
5. It is worthy of note also that while Akwa Ibom, Rivers and Bayelsa States were invited to the retreat held in Kano, Cross River State was not invited because it had no boundary dispute with Akwa Ibom prior to August, 2008.
 
6. Notwithstanding the several judgments of the Supreme Court referred to in the Press Release under reference, in March, 2024, the attention of His Excellency, Sen. Prince Bassey Edet Otu, the Governor of Cross River State was drawn to the fact that several oil wells, in OML 114 and 123 Oil fields, were indeed within the Cross River State's maritime boundary and for which it derived no revenue whatsoever. As a responsible leader, His Excellency, Governor Otu engaged the relevant authority, namely the Revenue Mobilization Allocation and Fiscal Commission on this revelation.
7. Upon receipt of Cross River State's Complaint, an inter-Agency Committee, Comprising of the Office of the Surveyor General of the Federation, National Boundary Commission, Nigeria Upstream 
Regulatory Commission was constituted with Surveyors- General of Abia, Akwa Ibom, Anambra , Cross River and other oil producing States as observers to determine the veracity of the Cross River State's Claim.
 
8. In May, 2024 , the Committee carried out its mandate by plotting the 
Maritime boundary of Cross River State using the Nation's  Administrative Map 11th edition, as well as the 2004 well dichotomy Study Map and thereafter geolocated the oil wells found therein. At the end of the exercise, sixty-seven (67) oil wells were found to be within the Maritime Boundary of Cross River State. It is this uncomfortable truth, that our sister State (Akwa Ibom) seeks to suppress as it lays bare the injustice Cross River State has had to suffer since the decision of the Supreme Court delivered in 2012, which Akwa Ibom State Government now hides behind.
 
9. The Presidency has waded into the matter as it should rightly do and has directed both States to consult widely, hold stakeholder's engagements and report back. By the posturing of the Attorney General of Akwa Ibom State and the contents of his Press Release, it is abundantly clear that Akwa Ibom State has no interest in the process outlined by the Presidency. On the other hand, Cross River State, standing on the biblical injunction that truth crushed to the ground shall surely rise again, remains committed to unearthing the truth and correcting the grave injustice done to her.

10. This Press Statement shall serve as the ONLY RESPONSE on this issue by Cross River State.

Environment Commissioner Express Displeasure on Poor Compliance with Sanitation Policy at Ogoja

The Cross River State Sanitation Team, led by the Commissioner for Environment, Hon. Moses Osogi, arrived in Ogoja Local Government Area on Saturday for an on-the-spot supervision of the Statewide Environmental Sanitation Exercise.

Fielding questions from Journalists after the exercise, the Commissioner expressed his disappointment on the low level of compliance observed in the area as many business owners and commuters were seen disregarding the sanitation order and going about their normal activities.

"I am disappointed at how people are continuing with their daily routines, seemingly oblivious to the State's sanitation order," he stated.
During the enforcement operation, the Environment Commissioner, accompanied by staff from his Ministry, security personnel, and members of the judiciary along with the Ogoja Urban Development Authority, conducted a thorough crackdown on defaulters saying, "The impact of our visit today will set the pace for future exercises."

He emphasized that the law must be upheld, noting that mobile courts have been established to prosecute offenders, acting as a deterrent to others. 

He clarified that the monthly sanitation practice is intended to promote environmental sustainability for the benefit of all citizens, rather than serve as a punishment and urged collaboration between the Ogoja Urban Development Authority and security agencies in Ogoja and neighboring communities to enhance sanitation efforts.
In response, the Executive Secretary of the Ogoja Urban Development Authority (OUDA), Hon. Ama Agboje, lamented the poor behavioral attitudes towards necessary changes.

He reported having conducted sensitization and awareness campaigns across various sectors of the L.G.A. to facilitate a smoother execution of the monthly exercise and pledged to implement stricter measures while accelerating collaboration with relevant stakeholders moving forward. 
He expressed gratitude to the Commissioner for the on-the-spot supervision in Ogoja, stating that the impact of the Commissioner's visit would significantly influence enforcement against defaulters during subsequent exercises.

While the exercise was on, the mobile courts were observed prosecuting offenders and educating them about the importance of the sanitation exercise in accordance with state law.

APC, President Tinubu, Na Beg C'River Dey Beg

The ruling All Progressives Congress, APC has once again demonstrated a troubling pattern of marginalization against Cross River State. Yesterday, during the party’s 14th NEC meeting at the Presidential Villa in Abuja, the old zoning arrangement was rectified, restoring the National Chairman position to the North Central zone, which paved the way for the emergence of Prof. Nentawe Yilwatda from Plateau State.

Under the rectified zoning arrangement, the Deputy National Secretary, previously held by a Plateau State indigene, was reassigned to Nasarawa State. However, the National Woman Leader position, originally zoned to Cross River and Akwa Ibom States, with Cross River clinching it was conspicuously not returned to the State. 

In APC, each region produces three National Working Committee, NWC members. South/South states always pair two states to one position. Under the rectified zoning formula, Edo and Delta States had National Publicity Secretary which they’re still maintaining while Cross River and Akwa Ibom had the National Woman Leader. However, when Dr. Beta Edu resigned to take up the responsibility of a Minister, the position was hijacked by Edo, meaning Delta and Edo now have two NWC positions leaving Cross River and Akwa Ibom with nothing. 

With the return to status quo, one had thought that the decision would be holistic but again, it has only ended up reinforcing the perception that Cross River is being deliberately marginalized by the APC. Even  the Director of Organization position, which was also initially zoned to the state but reassigned to Nasarawa, was not retained yesterday.

Governor Bassey Otu has been a steadfast pillar of the APC in the South/South geopolitical zone. He has been playing critical role in expanding the party’s influence, yet his state continues to face systemic marginalization. What offense has Governor Otu, a loyal and high performing leader, committed to warrant this treatment? His efforts to deliver on national assignments and strengthen the APC’s foothold in a region historically dominated by opposition parties deserve reward, not neglect.

Regrettably, the marginalization of the State extends beyond party positions. The State remains the only one in the entire country without a Managing Director, Director General or Executive Secretary of any federal agency. It initially had two ministers in President Tinubu’s cabinet, a modest representation given its contributions position as APC only State in S/South at the time. However, one minister was suspended under allegations that the EFCC is yet to provide updates nearly one and a half years after, even though the commission was given a two-month mandate to investigate. 

When the State was expecting amicable resolution to the matter for the reinstatement of the suspended Minister or at worst, a replacement from the state, she was replaced with the current National Chairman. The second minister, despite being rated among the top ten performing ministers, was redeployed as Minister of State. When other states lose positions, replacements typically come from within, but Cross River has been consistently shortchanged.

This level of marginalization paints a picture of a state treated as if it has offended the powers that be. The State may not currently be a major oil producing state, but it boasts abundant natural resources, including solid minerals, tourism potential, and a vibrant manpower pool that has contributed hugely to Nigeria’s development. The state’s strategic importance as a tourism hub in the country cannot be overstated. It has given much to the APC and the Federal Government, yet it receives little in return.

While I extend heartfelt congratulations to Prof. Yilwatda on his emergence as APC National Chairman, I appeal to President Tinubu, the APC leadership, and all stakeholders to address this grave injustice against Cross River. The failure to restore the National Woman Leader as per the original zoning arrangement is unjust and unfair. We’re not begging for favours; we’re pleading for fairness. 

Gov. Otu has severally proven his worth to the APC and the nation, the party needs to reciprocate. President Tinubu, a leader known for his political acumen and commitment to inclusivity, must intervene to correct this imbalance. Restore Cross River’s rightful positions in the NWC, give more appointments to the state, and recognize the state’s contributions with more projects. 

APC and President Tinubu, na beg we dey beg, let justice prevail for the illustrious people of Cross River.

Gov. Bassey Otu is Genuinely Committed to the Economic Prosperity of Cross Riverians - Dr. Hippolatus Lukpata

The Commissioner Ministry of International Donor Coordination Elder Hippolatus Lukpata PhD has affirmed that the Governor, His Excellency Apostle Senator Prince Bassey Edet Otu is genuinely committed to the economic emancipation of the State not just by words but with finance and necessary deliberate actions. 

The Commissioner stated this when he granted audience to a team from Sustainable Power and Irrigation for Nigeria Project led by Engr. Agbiji Ndifon Ngbe in his Office at the New Secretariat Complex Calabar. 

According to him, from the provisions of security, his governance policy framework and the payment of counterpart fund, the Governor has shown enormous and deliberate responsibility  to ensure that projects requirements are met. He therefore, expects reciprocal gestures by way of implementing projects according to specifications. 

Earlier, the Cross River State Chief Technical Advisor for Sustainable Power and Irrigation in Nigeria Project Engr. Dr. Ndifon Agbiji informed the house that the objectives of the project is to strengthen Dams safety and improve management of water resources for hydropower and irrigation in selected areas of Nigeria. 

According to Mr. Agbiji, the project is bringing investments worth USD500m to the State and that the investment has four components  made up of institutional strengthening and capacity building for water resources management, irrigation modernization, improvement in dam operations and enhancing dam safety and project management.

Mr. Agbiji reiterated that agriculture remains key in Nigerian's economy, contributing so much to the GDP. Further stated that increase in food production is a must and that this can be achieved through improving the performance and management of existing irrigation or expansion of irrigation service areas.

That, project SPIN will support rural base development through the establishment of water users associations and will directly benefit over 950,000 Nigerians. 

He informed the house that, the project aligned with the Paris agreement and also with the World Bank gender and social inclusion of persons with disabilities. He used the opportunity to amplified the benefit expected from the project while soliciting the inclusion of the project counterpart fund requirement in the MIDC 2026 budget. 

He highlighting on the project results framework  to include structure of the project Steering Committee, monitoring and evaluation action plan, financial management protocol and the distribution of Dams in Nigeria.

The meeting had in attendance the Ministry's Permanent Secretary, Mrs. Helen Bessong and some management Staff and the Director Mechanical and Irrigation Development, Ministry of Agric and Irrigation Development Engr. Mrs. J. J. Ulafor.

C'River Governor Takes Delivery of Two New Aircrafts


The Governor of Cross River State, Prince Bassey Otu, has taken delivery of two new aircraft as part of his administration’s commitment to revitalizing the state's aviation sector.

The aircraft were received by the Governor and his entourage at the Nnamdi Azikiwe International Airport, Abuja, marking a significant milestone in the state’s efforts to improve air travel connectivity.

This development is expected to ease the frequent flight cancellations and delays that have long frustrated Cross Riverians and visitors traveling to and from the State.

GOVERNOR OTU CHARGES NEWLY EMPLOYED CIVIL SERVANTS

 The Governor of Cross River State, Apostle Senator Prince Bassey Edet Otu has charged the newly employed Staff into the Civil Service to show commitment and discipline in the discharge of their duties .
 The Governor who was represented by his Deputy, His Excellency, RT. Hon. Peter Odey affirmed this while declairing open a Two Day Orientation and Induction Workshop for the newly employed Staff of the Civil Service held at the College of Health Technology Auditorium, Calabar.

The Governor reiterated that the recruitment demonstrated the importance that his administration attaches to the Civil Servants and the Service as a critical sector of government in the implementation of social Welfare services to the people.
Earlier,  the Chairman of the occasion, Sir Maurice Effiwatt who is also Chairman, Civil Service Commission welcomed the participants and expressed excitement for the importance the Governor places on the Service and described the favourable disposition as a good will for the growth and development of the State. He encouraged Staff to take  the opportunity extended to them to contribute their best to the growth of the service as they are now Ambassadors of the Civil Service.

In her remarks, the Commissioner, Ministry of Establishments, Training and Pensions Hon. Mrs. Lawrencia E. Ita informed participants that they were joining the service at a time when the State Government under the leadership of the Governor is committed to reforms, aimed at strengthening institutional capacity, promoting transparency and improving service delivery.
She encouraged participants to pay rapt attention to the sessions, ask questions, seek clarity and above all embrace the values of hard work, loyalty and continuous learning. 
She emphasize that the workshop was carefully designed to equip them with the fundamental knowledge, values, ethics and administrative procedures that govern the operations of the Civil Service. 

In her words, the Commissioner said your employment is not just a personal achievement, but a call to serve with diligence, integrity and professionalism.

Some of the papers presented were Ethics in the Civil Service, Code of Conduct for Public Officers by Elder, Chief Bassey Kooffreh, Personal Effectiveness and Managing Your Boss for Efficiency by Prof. Robito Ekanem. Harmonious Relationship and Conflict Resolution Skills by Barr. Emmanuel Enamhe.
Others include, Understanding the Public Service Rules, by Elder Egwu Omini, Government Security, Effective Communication and Teamworks, Essential of Due Process and Procurement including Financial Regulations in Government.

Highlights of the orientation program were Goodwill message from the State Accountant General, Dr. Mrs. Glory Tony Effiong, Constitution of a 15 Man Communique Drafting Committee, group photograph, questions and answers.

Dignitaries in attendance were the Senior Special Assistant to the Governor on establishment Dr. Victoria Eyong, Permanent Secretary of the Ministry, Barr. Peter Bisong, Directors and heads of Departments, participants and members of the public.

UNICROSS Alumni President Commend Governor Bassey Otu, Governing Council Chairman and VC for Plan Facilities Upgrade in the School

The President UNICROSS Alumni Association Dr. Inyali Peter has commended the State Governor His Excellency Senator Prince Bassey Edet Otu for his favourable disposition to uplift road network and other infrastructures within the Calabar campus of the institution. 

He disclosed this after details of the State Executive Council meeting was made public.

In his words Mr Peter said "The State Executive Council, in its meeting yesterday, approved several resolutions, including the clearing of the UNICROSS Pavilion and internal road maintenance at the Calabar Campus. I commend Governor Bassey Otu for this excellent development, which demonstrates his commitment to improving critical infrastructure in the university".

He Also, I applauded the Vice Chancellor, Prof. Francisca Bassey, for her leadership in driving this initiative. Equally, I extend my commendation to the Chairman of the Governing Council, Ntufam Fidelis Ugbo and all council members for their support to the VC in securing approval for this vital project.

Gov. Otu Aligns with States Creation, Women Inclusion, State Police at Constitution Review Hearing


Governor Bassey Otu of Cross River State has advocated for the creation of new states, greater inclusion of women and persons with disabilities in governance, and the establishment of state police as part of ongoing efforts to amend the 1999 Constitution.

Speaking through his deputy, Rt. Hon. Peter Odey, at the South-South Zonal Public Hearing on the Constitution Review held at the Metropolitan Hotel in Calabar, Governor Otu said the exercise was both timely and historic. He emphasized the need for a constitutional framework that responds to evolving political, social, and economic realities.

“This exercise resonates strongly with the hope and aspiration of our people. Our desire is a more inclusive, just and effective framework of governance,” he stated.
He reminded the audience that sovereignty rests with the people and described the review process as a reaffirmation of the social contract between government and citizens. “The constitution must evolve with time. Any document that governs over two hundred million people must reflect contemporary needs and expectations,” Otu said.

The governor urged the lawmakers to place the voices and interests of the people at the center of the amendment process, stressing that governance must be inclusive and people-focused.
The hearing was organized by the House of Representatives Committee on the Review of the 1999 Constitution, with the leader of the Zone B Committee and Chief Whip of the House, Rt. Hon. Kingsley Chinda, presiding.

Chinda assured attendees that their inputs would be accurately conveyed to the National Assembly. “We are your servants… we are not here to speak for you, but with you,” he said, adding that the committee’s zonal approach was designed to bring governance closer to the people.
He outlined 13 thematic areas under review, including electoral and judicial reforms, devolution of powers, fiscal federalism, traditional institutions, security and policing, and the creation of states and local governments.

Referencing a quote by the late Prof. Ben Nwabueze, Chinda underscored the importance of the Constitution in defining and limiting the powers of government institutions. He also presented a summarized compendium of bills under consideration to guide stakeholder engagement and public input.
The day’s public hearing was preceded by a courtesy visit by the House of Representatives delegation to the State Government on Friday. During the visit, the Deputy Governor, on behalf of Governor Otu, welcomed the lawmakers and assured them of an eventful and hitch-free exercise in Calabar. The state government also urged the committee to prioritize the yearnings and aspirations of the people, reiterating that governance is fundamentally about the people.

Following presentations by stakeholders from Cross River, Akwa Ibom, and Rivers States, on issues ranging from state creation to local government autonomy and minority inclusion, Hon. Godwin Offiono, Deputy Chairman of the Committee and Member representing Ogoja/Yala Federal Constituency, expressed appreciation to the Cross River State Government for its hospitality. “Indeed, the warmth of the people and the level of organization has shown that bringing this important national assignment to Calabar was the right decision,” he remarked.
The session was attended by representatives of civil society, traditional rulers, professional bodies, religious institutions, and other interest groups.

The event marked a significant moment in Nigeria’s democratic journey, offering citizens across the South-South a platform to shape reforms that could redefine the nation’s constitutional and governance structure.

Prof. Akpagu's Dentistry You May Have Forgotten by Inyali Peter


Did you know that under Prof. Zana Akpagu’s reign as Vice Chancellor of the University of Calabar, (UNICAL) the Medical and Dental Council of Nigeria rated the institution’s Dental Laboratory as the best in the nation? At one point, the council even recommended its conversion to a full fledged Dental Clinic. 

The lab was so advanced with nearly surplus equipments that the university donated five state-of-the-art dental chairs to the university teaching hospital. This fact can be verified. Yet, the current administration has systematically mismanaged the programme and is now deliberately attempting to rewrite history by shifting the blame to Prof. Akpagu’s administration as its tries to push out about 300 students for alleged over admission.
The same fate befell the Prof. Akpagu administration’s transformative Microfinance Bank initiative.  He established microfinance banks in some underserved local government areas, bringing vital banking services to communities without banks. Farmers and low income Cross Riverians accessed low interest loans, fueling economic empowerment while generating more revenue for the university.

The current administration obliterated this progress. But if crisis happen in that unit of the institution now, they’ll still deflect blame to Prof. Akpagu and his administration, even five years after his tenure. This is not governance; it’s a spineless blame game, devoid of solutions, vision and ambition.
As Prof. Akpagu’s Chief Media Officer at the time, I can’t remember a time he ever disparaged his predecessor, Emeritus Prof. James Epoke, for any inherited challenges. Over six months into his administration, people employed by the Epoke administration were still doing documentation. He didn’t stop or forced them to go to court as it is the case with the current administration. 

The current UNICAL administration, which once claimed the university was overstaffed, has been secretly recruiting while blocking those employed under Prof. Akpagu’s administration from working. What offence did the man commit against the current leadership to warrant this punishment of innocent people?

Unlike past administration, which embraced governance as a continuum by accepting both the assets and liabilities of its predecessor, the current leadership is doing the opposite. It quietly takes credit for past initiatives, such as the NDDC road intervention from the main gate and boulevard, while blaming Akpagu for its own failures.
Honestly, when the current administration ends, we will compare achievements of the Prof. Akpagu’s era ranging from programme expansion, patented research breakthroughs, infrastructure, campus stability, and robust community ties, etc, with theirs to see who did more. By then,  history will judge who truly elevated the university and the state more.

Out of respect for a friend, I’ve stayed aloof on the many terrible and troubling news coming out from the University of Calabar for some time now. However, I’m breaking my silence because the Vice Chancellor, Prof. Florence Obi, has continued her antics of always dodging responsibility for her administration’s failures and instead blames her predecessor, Prof. Zana Akpagu for everything. 

For many of us, the current administration’s failures didn’t come as a surprise to us. We knew that her administration would be characterized by controversies and crisis. But I sympathize with the students and those who only seeing what some of us have warned about since this leadership took over. I see so many of her fans now calling her out. Maybe, this could also be that the latest controversy has affected them directly or indirectly. 

When the current Vice Chancellor assumed office, she blamed her predecessor for issues, just as she’s doing now with certain departments. She seems to believe she inherited only assets, not liabilities. Programmes that her administration mismanaged, causing students to drop out or switch courses, were already in the process of gaining full accreditation under Prof. Akpagu. Instead of building on his work, she halted progress and when the situation became messy, rather than find a solution, she was busy shouting Zana!

Nearly five years after Prof. Akpagu left office, she still blames him for her administration’s incompetence. In the Dentistry students crisis, she’s pointed fingers at everyone but herself, despite having the final say. Whenever her leadership creates avoidable problems, she deflects by blaming her predecessor. Is Prof. Akpagu still the VC? Under his administration, this could not have happened. 

Sending nearly 300 students home for something that could have been sorted is a shame. Would the university refund the school fees these students have paid? Would they be paid damages for their time and energy expended? Why is it so easy for this VC to let people go for every administrative mishap? Did these students admit themselves? 

This is the same VC that blocked genuinely employed staff from working while conducting her own recruitment, yet she blames Prof. Akpagu. Her policies are pushing students out of school, yet it’s still Prof. Akpagu’s fault. Ironically, she served as Deputy Vice Chancellor, Academics for two years under Prof. Akpagu’s tenure. Her appointment was not renewed because she was only not just bringing results, but was writing petitions against his selection.

The number of litigation this administration has exposed the university to, I pity the next VC! I don’t envy who’ll takeover from her at all. 

Madam VC should focus on her job and stop targeting Prof. Akpagu. That Cross Riverians celebrate him more, nearly five years after leaving office tells what the public think about both of them. Therefore , no amount of blackmail or vendetta will change the fact that, as both Commissioners and Vice Chancellors, Prof. Akpagu is widely regarded as the better leader.

Let her fix her mess and leave Prof. Akpagu alone. Zana this, Zana that. Wetin? Enough is enough.

Gov. Bassey Otu Makes History Again, Appoint Prof. Francisca Bassey as Substantive Vice Chancellor of UNICROSS.

In a bold move aimed at strengthening the academic leadership of the University of Cross River State (UNICROSS), Cross River State governor and Visitor to the University, Senator Bassey Edet Otu, has approved the appointment of Professor Francisca Bassey as the substantive Vice Chancellor of the institution.

The appointment, which takes immediate effect, follows the recommendation of the University’s Governing Council after what government sources describe as “a rigorous, merit-based and transparent selection process” involving some of the brightest academic minds within and outside the state.

Professor Bassey, a renowned scholar, researcher, and administrator of repute, emerges as the first woman to occupy the office since the institution’s transformation into a full-fledged university. Her selection, analysts say, signals a new chapter of academic rebirth and institutional stability, aligning with the Otu administration’s broader vision of repositioning educational institutions across the state.

According to a statement signed by the Secretary to the State Government, Prof. Anthony Owan Enoh, the Governor’s approval underscores his administration’s unflinching commitment to meritocracy, inclusivity, and the empowerment of capable Cross Riverians in strategic roles. “Her appointment reflects the Governor’s belief that leadership in higher education must be driven by competence, integrity and vision,” the statement noted.

Governor Otu congratulated Professor Bassey on her well-deserved elevation and urged her to offer bold, transformative leadership that would not only consolidate existing gains but reposition UNICROSS as a dynamic hub of academic excellence, research, and innovation. “You are stepping into a role that demands courage, creativity, and character,” the Governor said in a message conveyed to the new Vice Chancellor. “The future of our university system must be anchored on global standards, and I have every confidence that you will lead with distinction.”

An alumnus of the University of Calabar with over three decades of teaching, research, and academic administration, Professor Bassey has served in various capacities including Head of Department, Dean, and Deputy Vice Chancellor. Her academic contributions span numerous peer-reviewed publications and policy engagements, especially in the field of social sciences.

Her appointment comes at a critical moment for UNICROSS, as the university expands its academic programmes, pursues infrastructural growth, and deepens its industry partnerships. Stakeholders in the education sector have welcomed the development, describing it as timely and inspirational.

As she prepares to assume office, Professor Bassey has pledged to work collaboratively with staff, students, alumni, and government to elevate the university’s profile and reaffirm its role as a catalyst for human capital development in Cross River State and beyond.

The state government has assured the new Vice Chancellor of its unyielding support, noting that education remains a cornerstone of the “People First” governance agenda under Governor Otu’s leadership.

The Local study tour by participants of Senior Executive Course 47, 2025 of the National Institute for Policy and Strategic Studies KURU has visited management of the State Planning Commission as part of the stakeholders engagement to elicit first hand information about the State economic dynamics.

Welcoming the august visitors at the conference hall of the State planning Commission, the Vice Chairman and Chief Executive Officer of the Commission Pastor Dr. Bong Duke represented by Permanent Secretary Mr Kingsley Ndem Eyibio who presented the history of the State, population, ethnic groups and languages, adding that the State enjoys unity in diversity.
He spoke on the theme of the study tour, stating that Cross River being a coaster State, the Government is working on exploration of marine economy as the State have high potential for blue economy. That majority of Cross Riverians are farmers and fishermen including women and that most people from outside the State buys fish and marine resources for sales to other States and for export while touching on Tourism, solid minerals and investments climate created to serve as incentives for investors.
On the role of State Planning Commission, Mr. Eyibio informed that the Governor His Excellency Senator Prince Bassey Edet Otu is the chairman of the commission and the commission do more of Policy coordination, planning including monitoring and evaluation. He also expressed excited for the visit which has offered all party's opportunity to interact and share ideas. 
Highlights of the interface was presentation by Barr. Melodie Lebo, Special Adviser on Blue Economy to the Governor on the topic Blue Economy and Sustainable Devices in Nigeria, issues, challenges and opportunities. As part of a strategic response to infrastructural decay and mobility disruption, earlier today, Tuesday, 7th July 2025, the Executive Chairman of Abi Local Government Council, Hon. Egbala Bassey, formally mobilized contractors to commence the total and comprehensive rehabilitation of the failed portion of the Federal Highway along Ugep–Ediba section. The flagged section, which has suffered progressive subgrade failure and surface disintegration due to hydrological stress, will undergo full pavement reconstruction, drainage realignment, and slope stabilization.

This intervention, approved under an emergency infrastructure response framework, aims to restore critical connectivity and ensure commuter safety ahead of peak rainfall. While performing the symbolic groundbreaking at the project site, Hon. Bassey charged the contractors to adhere to strict engineering timelines and standards, with project delivery expected before the close of the rainy season.
This high-impact intervention reinforces the Council’s commitment to infrastructure resilience, rural accessibility, and proactive governance.

Obanliku Chairman Hon. Chief. Dr. Sunny Ayang Commend Organizers of Staff Training in the Council

The Executive Chairman of Obanliku Local Government Council, Hon. Chief (Dr.) Sunny Ayang,JP,  has  expressed appreciation for the organizers of an in-house staff training program in Obanliku local government council.

 He  acknowledged the importance of such initiatives in enhancing staff skills and promoting professional development within the local government, noting that the training is key to improving service delivery and ensuring that staff are well-equipped to meet the  demands of their job roles.

The chairman stated this today, Wednesday, while declaring open an internal training program organized by the administrative  heads of Obanliku Local Government Council for staff of the council employed between 2019 to date.
Hon. Sunny also urged the participants to take advantage of the training and upgrade their knowledge, especially as it concerns the civil service. He added that they should be open-minded and committed to the training towards upgrading their wealth of knowledge.

The Director, General Services and Administration (DGSA), Mrs. Felicia Kujoh who spoke on behalf of the council HOLGA, thanked the chairman for his commitment to the development of Obanliku and words of advice.
